ORGANIZATIONAL CONTEXT
With 27.3 million highly food-insecure people, DRC is the largest food security crisis in the world in absolute numbers. The Democratic Republic of the Congo (DRC) has the highest estimated number of food-insecure people worldwide, with 27.3 million people who are food insecure between February and July 2021, representing about 28% of analysed population. Of this figure, 20.5 million people are facing “crisis” levels (IPC Phase 3) and 6.7 million people are facing “emergency” levels (IPC Phase 4) of food insecurity. An additional 41 million people are in a “stressed” state with high risk of slipping into food insecurity. Humanitarian actors continue their assistance operations despite the difficulties of access and insecurity in several provinces of the country; following the crisis in the East, WFP has scaled up its operation in 2022 despite funding challenges.
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The job holder is expected to support the development and implementation of Monitoring, Review and Evaluation Plans aligned to WFP corporate standards to generate quality evidence on the lives of beneficiaries and inform policy, strategy and programme design and implementation. This includes coordinating monitoring activities, managing or supporting the management of decentralized evaluations, supporting thematic/mid-term reviews and positioning WFP as a reliable partner for governments to build monitoring and evaluation strategies. He/she may also support the formulation of country monitoring and evaluation strategies and contribute to policy development and various initiatives.
ACCOUNTABILITIES/RESPONSIBILITIES (not all inclusive):
Monitoring and Evaluation
Provide inputs to the development of Monitoring, Review and Evaluation plans that will provide the most relevant and strategic information toward achieving expected results (as set out in the Country Strategic Plan (CSP) and other global and regional plans), while being compliant with WFP evaluation and monitoring requirements.
Budget for M&E costs and advocate through line manager for both appropriate financial and human resourcing.
Provide feedback on the formulation of the Regional Monitoring and Evaluation Strategies and support their operationalization.
Contribute to evidence-based decision-making on programme design and implementation, notably through making monitoring, review and evaluations findings accessible, developing innovative, user-friendly and informative products.
Support WFP Management in addressing recommendations from monitoring, reviews and evaluations to ensure that follow-up actions are taken as required.
Contribute to building M&E capacity of WFP staff and partners through training and information sharing. Manage junior staff members and guide as required to enable high performance.
Provide inputs to line manager regarding the development and implementation of national government and inter-agency monitoring, reporting and evaluation frameworks, including United Nations Development Assistance Framework (UNDAF) aligned with nationally owned sustainable development goals.
Take responsibility for integrating protection and gender perspectives in all areas of work, to ensure equal participation of women and men.
Specific to the monitoring function
At Country Strategic Plan (CSP) design stage, support the Head of M&E or Head of Programme in developing a Theory of Change outlining how the expected results are likely to occur and listing key assumptions and risks.
Support line manager in ensuring that CO monitoring systems and tools are in place and compliant with corporate standards including the minimum monitoring requirements (MMR), standard operational procedures (SOP) and establishment of baselines and targets in alignment with the updated corporate results framework (CRF).
Draft regular monitoring reports on status of results and implementation progress and contribute to the data analysis.
Support mid-term reviews and thematic reviews which are intended for internal learning, strategic and operational decision-making.
Specific to the evaluation function
Manage or support senior officer in the management of decentralized evaluations in line with WFP Evaluation Policy and Decentralized Evaluation Quality Assurance System (DEQAS). This entails managing or supporting evaluation processes from planning to completion: sourcing, hiring and supervising external evaluators; engaging stakeholders appropriately in the evaluation process and managing communications and budgets.
Support centralized evaluations managed by the Office of Evaluation, joint UNDAF evaluations and donor-led evaluation in country.
Other duties as required.
OTHER SPECIFIC JOB REQUIREMENTS (details to be determined by Post Managers):
Harmonise tools across sub-offices, and ensuring compliance with WFP Minimum Monitoring Requirements across all offices of DRC;
Ensure that monitoring tools are up to date and available for all CSP Activities
Establish methodology to triangulate data across multiple sources, including various monitoring tools ;
Responsible for Community Feedback Mechanisms, including regular extraction and communication of CFM data from all channels, and maintaining tight communication with Protection team;
Establish communication methods and tools to regularly update management on monitoring findings (including dashboards, bulletins, presentations, etc);
Excellent interpersonal skills to work regularly with other teams, including Programme, Partnerships, Supply Chain, etc.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced University degree in social sciences, statistics, development economics, performance management, monitoring and evaluation or other related fields, or First University degree with additional years of relevant work experience and/or training/courses.
Experience:
Minimum of three years of relevant professional work experience including monitoring and evaluation activities.
Experience using a variety of quantitative and qualitative analytical tools and methods.
Previous experience in humanitarian or development contexts.
Knowledge & Skills:
Demonstrates understanding of humanitarian and development actions in different contexts and knowledge of global geo-political issues and UN Reform and applies it to enhance existing monitoring and evaluation systems that support WFP’s strategic objectives.
Able to demonstrate to stakeholders the value of monitoring and evaluation for policy and programming to promote learning within organizations and achieve the SDGs.
Has knowledge of identifying monitoring and evaluation needs and of analyzing existing evidence needs and contributes to the design of a comprehensive monitoring, review and evaluation plan that will address learning and accountability needs.
Demonstrates understanding of internal and external best practices and supports the development and implementation of optimal monitoring, review and/or evaluation arrangements.
Has knowledge of international norms and standards for evaluation and is able to apply them appropriately, seeking advice where appropriate.
Demonstrates understanding of internal and external best practices and supports the development and implementation of optimal monitoring, review and/or evaluation arrangements.
Has knowledge of the Theory of Change approach and process and is able to support the CO team in developing a ToC for moderately complex programmes.
Has knowledge of international norms and standards for evaluation and is able to apply them appropriately, seeking advice where appropriate.
Reviews and provides feedback on the selection and application of high quality, credible, analytical approaches and qualitative and quantitative methods appropriate to monitoring and review requirements and evaluation needs.
Support the development of terms of reference for decentralized evaluations and reviews.
Has knowledge of a range of evaluation, data collection and analysis methods and is able to identify key methodological requirements for various types of evaluation and review the evaluation design proposed by evaluation teams seeking advice where appropriate.
Is able to validate data quality and ensure that data collection and analysis have been conducted ethically.
Demonstrates ability to communicate effectively key evidence from monitoring, reviews and evaluations to a range of stakeholders.
Demonstrates active listening and conflict resolution skills to promote constructive engagement from stakeholders with diverse, complex and high-stake interests and seeks guidance and engagement from CO management where appropriate.
